Kirill Kabanov, head of the National Anti-Corruption Committee and a member of the Presidential Council for the Development of Civil Society and Human Rights, alleges that authorities in the Khanty-Mansiysk Autonomous Okrug (KhMAO) “stubbornly ignore the problem of the region`s capture/absorption” by migrants from Central Asia and Transcaucasia.
Writing on his Telegram channel, Kabanov stated that artificial Islamization and the displacement of the indigenous population are being observed in this autonomous district.
According to the public figure, local authorities attribute this situation to natural population replacement, claiming that “fussy Russian people leave due to harsh living conditions.” However, Kabanov believes that the Russian federal subject is “entirely transforming into one large Central Asian ethnic enclave,” and Russians are “simply starting to flee” from it.
Kabanov blames the failure of migration and national policy for this state of affairs. He warned that if these trends persist, KhMAO could potentially become “a territory of the Russian Federation living by its own rules and laws.”
Kabanov further proposed that, in addition to prosecuting those who organize fictitious registrations and illegal legalization of migrants, Russia should implement a mechanism for revoking illegally obtained migration status and citizenship, followed by deportation.
