Moscow PPP Day: Experts Discuss Future of Public-Private Partnerships

The third annual strategic session, "Moscow PPP Day," recently brought together representatives from the Moscow government, financial institutions, and other key stakeholders. Andrey Popov, Deputy Head of the Department of Investment and Industrial Policy, provided an overview of the event's discussions.

Organized by the City Agency for Investment Management, an entity operating under the Moscow Department of Investment and Industrial Policy, the session served as a crucial platform for dialogue.

During his opening remarks, Popov underscored the primary objective: to achieve widespread and systematic application of public-private partnership (PPP) instruments. He also emphasized the importance of continuously refining existing state-business partnership mechanisms, leveraging accumulated experience.

Moscow stands as a leading economic hub and a pioneer in the development of public-private partnerships across the country. Currently, the city is engaged in approximately 750 projects that actively incorporate private investment. Primary areas of focus include engineering, transport, and industrial infrastructure.

The plenary session saw experts delve into various tools and future prospects for advancing public-private partnership mechanisms. Andrey Baluk, Director of the City Agency for Investment Management, highlighted the creation of infrastructure as a paramount priority for PPP growth.

Baluk further explained that public-private partnership is a potent instrument for attracting non-budgetary funds into significant, large-scale urban projects. These initiatives span critical areas such as new roads, schools, medical centers, sports complexes, and much more.

Considerable attention during the session was also dedicated to recent innovations within the PPP sector. Alexander Kirevnin, Managing Director of VEB.RF, announced that VEB.RF has developed a national PPP standard. This standard is designed to establish common principles for interaction between state and business entities in infrastructure projects, fostering greater clarity and efficiency.
